Irvine Valley Loan Shark Fined £10,000

Jul 13, 2026

An Irvine Valley loan shark has been fined £10,000 and ordered to pay a further £750 victim surcharge following an investigation by the Scottish Illegal Money Lending Unit (SIMLU).

Samuel McVie (70) of Galston, pleaded guilty at Kilmarnock Sheriff Court on Monday 13th July 2026 to carrying on a regulated credit activity without the required authorisation, contrary to section 23(1) of the Financial Services and Markets Act 2000. Checks conducted with the Financial Conduct Authority confirmed that McVie was not authorised to lend money.

The investigation found that McVie had been lending and collecting money in the Irvine Valley area between August 2023 and March 2025.

Those identified during the investigation included people experiencing significant vulnerabilities, including drug or alcohol dependency, unstable housing, unemployment, financial hardship and reliance on benefits.

A search warrant was executed at McVie’s home address on the 4th of March 2025 by officers from SIMLU supported by Police Scotland.  Officers recovered loan books, bank cards, and cash, together with evidence showing lending going back over a period of years.

Fiona Richardson, Chief Officer of Trading Standards Scotland said:

“Loan sharks often become involved in the lives of people who are already experiencing serious financial and personal difficulties.  In this case, the investigation identified lending to people affected by drug or alcohol dependency, unstable housing, financial hardship and reliance on benefit payments.

Illegal lenders may present themselves as someone offering help, but borrowers can quickly find that their bank cards, benefit payments and household finances are no longer fully under their control.

This guilty plea follows a detailed investigation involving close partnership working with Police Scotland.

We know that people affected by loan sharks may be frightened, ashamed or reluctant to speak to authorities. They are not the ones committing an offence, and our priority is their safety and wellbeing.
